Is on/off skipping just as good as a half hour jog?

Often when I don't have much time I'll do 100 x skips with a short rest, maybe 8-10 times. Is this as effective as a moderate jog for 30 minutes?

You are on the right track. It would be hard to say that the two compare. I would recommend adding some body weight exercise in between your sets of skipping.

Example:
For time:

100 skips
30 squats
30 push ups
100 skips
20 squats
20 push ups
100 skips
10 squats
10 push ups

Your imagination is your only limitation here. You can essentially make hundreds of circuits up that will give you a great all round workout.
Even try double unders, two rotations of the rope to each jump.
